Spellings: Vouchers for Katrina students a short-term fix

Speaking Wednesday at the National Press Club in Washington, D.C., U.S. Education Secretary Margaret Spellings described the Bush administration's proposed vouchers for displaced Gulf Coast students as a necessary yet temporary method of providing relief and aid to affected families. She agreed with critics that now "is not the time to promote a national voucher program."
