Securities and Exchange Commission Chairman Christopher Cox, the man many blame for the meltdown of the financial services sector, insists he's not soft on enforcement. But he has quietly instituted changes in procedure and tactics that reduced the power of his enforcement division. Fines dropped after he took away their leeway to negotiate penalties in certain cases and vested more power in his commissioners.
