UN peacekeeper dogged by human rights concerns

Maj. Gen. Emmanuel Karake Karenzi, a Rwandan appointed as deputy force commander of the joint UN-African Union peacekeeping venture in Darfur, was charged in February by a Spanish court with human rights violations stemming from the killing of civilians in Rwanda. Karenzi's current contract ends next month, and the U.S., Britain and Rwanda are all urging his reappointment.
