House debates ban on diverting Great Lakes water

The House of Representatives began debate on the Great Lakes Compact, a bill that would ban the diversion of lake water outside the region, except in certain instances. The Great Lakes account for 20% of the world's fresh surface water. Any diversion of the water would need to be approved by the eight U.S. states that border the Great Lakes.
