Voters to decide outcome of Honolulu rail system

Honolulu's $3.7 billion plan for an elevated commuter rail will be put to a vote on Nov. 4. Some residents of the Hawaii city favor using the funds for an elevated highway system instead, with high-occupancy lanes for buses featuring single-commuter fee options. However, Honolulu may be able to receive federal funding for the commuter rail to defray costs.
