U.S., European leaders at odds on banks' capital cushions

Leaders across Europe and the U.S. are in agreement that the financial crisis highlighted the need for changes in regulatory structures and bank rules, but they have yet to come to a consensus on how large of capital buffers banks should be required to keep. Leaders from the Group of 20 nations will discuss capital requirements along with a range of other issues at a summit this week in Pittsburgh, but discrepancies about the details have already emerged.
