White House moves ahead with financial regulatory reform

As Treasury Secretary Timothy Geithner battles for passage of the Obama administration's financial-reform package, the White House is taking steps that do not require legislative changes. The Federal Reserve demanded power to approve bankers' pay, and the Treasury plans to force banks to raise capital reserves. The Securities and Exchange Commission has eight proposals that would tighten financial regulation.
