Teacher merit pay is working in Texas, officials say

Two Texas school districts are defending their teacher-incentive plans after a study released Tuesday said that teacher merit pay had no effect on student achievement in Nashville, Tenn. A Houston school official said the city's merit-pay plan helps boost student achievement because it is accompanied by professional development and strategic efforts to help individual students succeed. Officials in Abilene said their teacher-bonus system was carefully planned and reflects the idea that top performers should earn top wages.
