Framework is released for pared-down ACA plans

The Centers for Medicare and Medicaid Services has created a proposed rule for the Affordable Care Act's Basic Health Program, which would provide a coverage option for people who don't qualify for Medicaid but can't afford health insurance plans on public exchanges. The plans will offer preventive care and emergency services, and they cannot be more expensive than the second-lowest-priced silver plan on the new exchanges.
