Superintendent: Schools need payment-plan options for technology

Michael Smith, superintendent at Tuscola Community Unit School District in Tuscola, Ill., writes in this commentary that the district's resources do not allow him to realize his education-technology goals. Smith writes that schools "need the equipment and the ability to pay for it over the course of several years" similar to the way cellphone companies give customers expensive devices for free in exchange for making monthly payments.
