Funding uncertainty stalls highway projects

Debate over the renewal of the Highway Trust Fund has stalled construction projects throughout the U.S., observers say. States say they cannot fund the stalled projects because it is not clear if they will receive federal funding. The House has voted to extend the spending measure by three months, but it is unclear if the Senate will approve the legislation. Some companies are pressing lawmakers to pass a short extension and to then work on a multi-year surface transportation bill.
