Volcker scrutinizes regulators, banks, Fed and money market funds

Paul Volcker, an economic adviser to the White House, opted against delivering a prepared speech and instead spent his time at the lectern at the Federal Reserve Bank of Chicago praising the Dodd-Frank act, but raised concerns about the security of the system because the law is subject to efforts by individual regulators.
