$1.8B rail project in Mass. moves to design, construction phases

The $1.8 billion South Coast Rail project in Massachusetts will advance to the design/construction stage now that the Army Corps of Engineers has signed off on a Final Environmental Impact Statement. The project would establish passenger rail service linking Boston to New Bedford and Fall River. Plans include building 10 rail stations.
