Calif. governor orders early warning system for earthquakes

California Gov. Jerry Brown signed a bill into law Tuesday ordering the Office of Emergency Services to create a statewide early warning system for earthquakes. The system, which is expected to cost around $80 million, won't be able to warn those at a quake's epicenter, but could benefit people farther away. The state's general funds cannot cover the system's costs.
