Congress makes little progress as shutdown nears

With the end of the U.S. government's fiscal year less than a week away, Congress is making little progress in its efforts to head off a shutdown. Senior Senate Republicans said they would not support tactics by three freshman Republican senators that could make a shutdown on Oct. 1 more likely. The Pentagon said military personnel, who must continue working during the shutdown, might not get their pay on time.
