ICAO meeting to consider market-based measures for emissions

Representatives from more than 190 countries are convening at the International Civil Aviation Organization meeting to decide whether or not to approve market-based measures for global aviation emissions. A U.S. State Department official said, "The U.S. government and the airline industry have strongly supported ICAO efforts to develop a market-based measure and until such a measure is agreed, countries and regions should refrain from regulating emissions beyond their own airspace."
