In Canton, Mass., school officials are working to address a deficit of nearly $1 million in its special- education budget. Administrators cited fluctuating demand as well as rising costs, but they are hoping to avoid staff cuts. One school official said, "Ultimately, how we resolve this will impact the quality of services offered and our ability to maintain a very effective school system."
