Study: U.S. should examine green programs in other countries

An inspection, rating and public posting system could help the U.S. improve the energy efficiency of its buildings, according to a recent study by the Rand Corp. Similar programs already exist in the European Union and Australia. Experts that took part in the study urge the U.S. to adopt energy-saving techniques used in other countries. The report also recommends that public buildings serve as a "test bed" for energy-savings ideas.
