Senate Democrats offer sequester-halt budget plan

A plan to cancel sequestration and avoid a government shutdown has been offered up by lead Senate Democrats, who want to pass a continuing resolution that funds the government through mid-November and then create a mini-omnibus appropriations bill that would stop sequestration after December.
