Few Calif. elementaries likely to meet NCLB goals in 2013-14 timeframe

Most California elementary schools will fail to reach academic proficiency targets under NCLB by the 2013-14 school year, largely due to the challenges of bringing English-language learners and students of poor economic backgrounds up to grade level, according to a new study published in the journal Science.
