Regulators fine firm; DOJ charges ex-employees over Libor

U.S. and U.K. regulators have fined ICAP $87 million regarding alleged manipulation of the London Interbank Offered Rate. Additionally, the U.S. Justice Department has charged three former employees with wire fraud and conspiracy to commit wire fraud.
