Opinion: Schools should allow flexible pacing through the curriculum

In an editorial, Arthur Levine, president of Columbia's Teacher College, says debate about New York City's social promotion policies overlooks the underlying problem that students are grouped by age and grade rather than by ability and experience. He believes the school system should establish fixed goals but allow students between 10 to 14 years in which to complete their education.
