Amended health insurance bill heads to White House

The Senate Thursday approved a $35 billion expansion of the State Children's Health Insurance Program in a 67-29 vote that ensures enough support in that chamber to overcome an expected veto from President George W. Bush. The bill, which includes a 61-cent increase in the federal tobacco tax, gained House approval earlier in the week.
