N.J. court calls for new affordable-housing rules

The New Jersey Supreme Court has ruled that the state's affordable-housing program is insufficient and that the administration of Gov. Chris Christie must write new rules within five months. In the case at issue, housing advocates said the state's rules made it too easy for municipalities to exclude low-income residents through zoning.
