Highway bill extension expires

New road funding obligations have come to a halt with the expiration on Sept. 24 of the fifth extension of the federal highway program in nearly a year. Officials say the Federal Highway Administration will not, however, be forced to stop operations and that the agency will not be required to lay off its workers as it would have if the previous four stopgap bills had lapsed without extensions.
