Bill would create federal insurance regulator

Legislation proposed Thursday by Rep. Ed Royce, R.-Calif., would create an optional federal charter regulator for life and property/casualty insurance providers. The National Insurance Act would leave the state regulatory system in place, says Royce. Insurance providers would choose to be regulated by the 50 states or by the Office of National Insurance.
