Senate approves increase in public-debt limit

The rising costs of the war in Iraq prompted the Senate to give final congressional approval to a $850 billion increase in the public debt. It was the fifth increase under the Bush administration. The measure, which was approved 53-42, gives the Treasury enough borrowing authority for the remainder of President George W. Bush's term.
