Cautious employers aren't hiring despite an improving economy, partly because they're uncertain of health reform's financial fallout, Peter S. Goodman writes. "There's too much uncertainty out there," says Thomas A. Kochan, a labor economist at MIT's Sloan School of Management. "There's not going to be an upsurge in job openings for quite a while."
