EPA to set up emissions-reporting system for biggest companies

The Environmental Protection Agency says it is setting up a system requiring large companies to monitor and report levels of greenhouse-gas emissions to better track the sources of pollution. The system, which would cover 85% of emissions from about 10,000 facilities, could also make it easier for regulators to control emissions if the climate bill fails in Congress.
