North Dakota has taken steps to combat the decline in pilots in the state, writes blogger Scott Spangler. The state launched the Flight Training Assistance Program, which provides grants to bring certificated flight instructors to less-populated areas. "What stands out in most in North Dakota is not the solutions to its problems, which are unique to its geographic and demographic needs, but its resourcefulness ... and teamwork," writes Spangler.
