California bills end "dance of the lemons"

California Gov. Arnold Schwarzenegger Thursday signed a bill that will let principals refuse to accept unsuccessful teachers transferring from other schools. The governor also signed legislation that makes it easier for out-of-state teachers to teach in California and that creates a $6,000 stipend for veteran educators who mentor new teachers in low-performing schools.
