Stair-step education could help provide more skilled workers, according to this article. The idea is to offer a short certificate course to prepare prospective employees for entry-level work. Then, once an employee is hired, pay for a few courses a semester toward a two-year degree -- then some more for a four-year degree. You get the skills you need; they get a job to help -- and minimal or no college debt.
