Business owners more hopeful, but will that spell growth?

NFIB's monthly membership poll in August indicated that small-business owners were more optimistic -- and much more so than in March when the index hit a low. Scott A. Shane speculates that this newfound optimism may result in cautious growth if small-business owners build inventory without adding workers or cut costs to improve their margins.
