High-school diplomas must have more meaning in Maryland

A high-school diploma should mean more in Maryland, according to a Washington Post editorial that suggests increasing the rigor of graduation exams and limiting the number of students able to graduate with a waiver or special project. Officials recently announced that only 11 of 60,000 high-school seniors were prevented from graduating this year based solely on the exams -- leading some to say the bar should be raised.
