Senate climate-change bill may target 20% emission cuts

The Senate draft of the climate-change bill may call for reducing carbon emissions by 20% through 2020, compared with the House version of a 17% reduction through 2015. The Senate bill also contains a cap-and-trade provision that allows for emissions trading. Democratic lawmakers hope to pass the bill before the United Nations climate meeting in December.
