Emissions policy provokes sharp debate at ICAO conference

Airline groups meeting in Canada for a two-week meeting of the International Civil Aviation Organization have agreed to cooperate on safety and security issues, but emissions standards appear to be a more intractable problem. European regulators are seeking to tax emissions for all flights in and out of the EU, despite adamant opposition from the U.S. and Canada. The European Commission has agreed to drop its policy if ICAO members can agree soon on a global plan for reducing emissions.
