Emergency Homeowners' Loan Program fails to reach goal

Congress allotted $1 billion for the Emergency Homeowners' Loan Program, which was established by the Dodd-Frank Act, but it is expected to pay out less than half of that. The program was intended to help about 30,000 struggling homeowners by providing zero-interest bridge loans, which eventually could be forgiven if they made their payments.
