IRS would continue most return processing during government shutdown

The Internal Revenue Service has released a contingency plan for how it will handle a possible government shutdown. While many IRS functions would stop, processing of most tax returns would continue (except for paper returns that don't include payment). Some 86,000 IRS employees would be furloughed.
