The unresolved battle between Senate Republicans and Democrats over the Bush administration's proposal to give at least eight states control of Head Start means lawmakers will likely miss today's reauthorization deadline, leaving its future uncertain. Democrats hoping to limit the pilot program's scope fear that states with budget deficits might redirect Head Start funding to other priorities.
