Thousands of Texas students given right to transfer

The Texas Education Agency announced yesterday that parents at 199 schools that had failed to meet federal improvement standards for two consecutive years will be able to transfer their children to better-performing schools. Richard Kouri of the Texas State Teachers Association predicted only a small number of students will decide to switch schools, because the notice came so late in the school year.
