EU shocks U.S. with proposed Internet controls

EU negotiators in Geneva have decided to back international calls to reduce U.S. dominance of the Internet, saying they want to create a new multicountry body to govern the information superhighway. "The EU's proposal seems to represent an historic shift in the regulatory approach to the Internet from one that is based on private sector leadership to a government, top-down control of the Internet," said David Gross, the State Department official in charge of U.S. international communications policy.
