Delays at WTC rail station stall other projects

The World Trade Center rail station is running behind schedule and over budget, and the delays are slowing construction of the Sept. 11 memorial and other projects at Ground Zero. Federal reports prepared two years ago warned of cost overruns, delays and management problems. Meanwhile, the Port Authority of New York and New Jersey is expected to announce another redesign of the project this week.
