Lower costs allow mixed-use project to resume

Related Cos. this week said it will resume construction on a Manhattan mixed-use development that was put on hold last year. The project includes a 59-story skyscraper with a hotel, rental units and condominium apartments. Company executives said they worked with the project's contractors, unions, engineers and architects to lower costs so the project could move forward.
