The Senate Finance Committee defeated two approaches to government-sponsored health insurance as alternatives to coverage by private insurers. Three Democrats joined Republicans to defeat the proposal of Sen. Charles E. Schumer, D-N.Y. Five Democrats sided with Republicans to vote down a proposal by Sen. John D. Rockefeller IV, D-W.Va.
