Survey: Investigators say SEC rewards quantity over quality

H. David Kotz, inspector general at the Securities and Exchange Commission, conducted a survey of enforcement employees, who said the quantity of cases is rewarded over quality. "Priorities change like the flavor of the day," one survey respondent said. "Whatever's hot in the news becomes our priority. Often, it feels like we're the dog chasing its own tail."
