Japan used to be one of the world's foremost producers of gadgets and high-tech electronic components -- but in recent months the country has been overtaken by its regional rivals. Chinese firms are on track to file more patent applications than Japanese firms for the first time this year, thanks in large part to Japanese leaders' insular approach to innovation and determination to adhere to arbitrary and self-imposed limits on R&D spending.
