Surge in enrollment pushes states to tighten Medicaid budget

Most states were forced to implement cost-cutting measures for the Medicaid program to accommodate a record surge in enrollment, despite funding increases last year, according to a report from the Kaiser Family Foundation. Medicaid spending growth in fiscal 2010 exceeded expectations, averaging 8.8%, compared with projections of 6.3% growth.
