President Bush's Education Plan Strongly Opposed By Bipartisan Coalition

The National Conference of State Legislatures has stated in a letter to the House and Senate conferees that the Sept. 11 attacks have prompted it to switch its position on President Bush's education bill from neutrality to strong opposition. The NCSL is calling Bush's plan, dubbed No Child Left Behind, a triumph of expediency over good policy.
