Illinois $13B construction bill has earmarked extras aplenty

A $13 billion capital construction proposal that the Illinois Senate passed recently has funds earmarked for more than just roads, schools and bridges. A review by the Associated Press found the proposal also allocated millions of dollars for everything from civic center upgrades to toilets at a new shooting complex.
