No action on oil speculation expected in Senate this year

Despite passage by the House, a bill aimed at curbing oil speculation probably won't become law this year as Congress focuses on a financial bailout plan before going home. The Senate is expected to take up the issue next year, although President George W. Bush has promised to veto the legislation if it reaches his desk.
